The selection process consists of three distinct stages. The Preliminary examination is an objective test that serves as a qualifying round; marks obtained here are not included in the final merit list.

The Main examination is the second stage, where the total marks obtained determine the final merit ranking. Candidates must clear both sectional and overall cut-offs to proceed.

The final stage is the Language Proficiency Test (LPT), which assesses the candidate's ability to read, write, and speak the official language of the state they have applied for. This stage is mandatory and qualifying in nature.

The Prelims exam consists of 100 questions across three sections: English Language, Numerical Ability, and Reasoning Ability, to be completed in 60 minutes. Each section has a 20-minute time limit.
